Can you make a roux with cake or bread flour if you do not have all purpose flour?

Yes, just make sure that it isn't a variety of quick-baking flour, with yeast already mixed in. A long as there's no yeast, you should be fine to make the substitution. Use the same amount of bread flour as you would of all-purpose, then adjust to your desired consistency.
