Unless there's a reason beyond emergencies ... I don't think kids should have a cell phone. And even then, they don't need anything beyond a basic (no data plan) phone for emergency use.

People should be rewarded on merit.

I think if he's 13 he should get a Samsung or a Boost mobile Metro pcs phone if he's not used to having a phone but if you want to get him an iPhone get him one!
