Is it normal for an employer to send to women that work together to a professional conference and tell them they have to share a room together?

Yes. Speak with HR they should tell you your hotel allowance. If you want your own room you may have to pay extra above the allowance.

Lots of companies do that, if you have a problem with it, tell your boss or Human Resource department.
