On the show "Family Guy" can the main characters other then the dog Brian understand (or even hear) what Stewie says?

I know others can understand him.

I think it's selective hearing. Lois, Peter, Chris, and Meg listen to Stewie when they want to or when it's necessary to the plot.

Everyone in the family understands what Stewie says, which is evidenced by the fact that they sometimes answer him. It is mostly a case of selective hearing; they never really hear him unless they want to. See familyguy.wikia.com/wiki/Stewie_Griffin for more on this.
