Dogs can freak out because of being confused, thunderstorm, bath or a car ride. It all depends on the situation at hand and how well the dog can handle it. Thus, it is up to the owner to make the dog feel comfortable by directing him or her on what is good or okay to do.
When your dog freaks out tell him/her to come to you and pet the dog with a slow and steady hand, while speaking low and comfortingly. Usually helps my dogs. They usually start barking when the mail comes, a car drives by, the dogs next door are out, or they smell/hear a squirrel or raccoon. Just pet slowly and they should calm down.
