What are the cheapest/safest boroughs in New York City?

Im a 20 year old male trying to move to NYC alone.

In my opinion, the safest borough in New York City is Staten Island. This has been confirmed over the few years that have passed. It has been seeing that there are only 16 murders in 2009 or 3.28 per 100,000 residents.
