What do you do when your neighbor builds a house without permissio! Does anybody know the number to call the city and tell ?.

Call the building department and report them for building without a permit. To locate the building department, look in your county's government section of the phone book under Building Department. Easy Peasy.

No one should be allowed to build without a permit. That is how substandard housing gets erected, and the quality of the neighborhood goes down. And that is not even mentioning the safety factor.
