What number is larger 15.00 or 015.0? and y?

It is the decimal point that determines the value of the number. In both cases the decimal point is after the 5. The zeros before and after the decimal have no effect on the value.

15.00 & 015.0 are the same size. We don't know what y is.

Just look where the decimal is - anything to the left of it (when plotted on a number line) is greater than zero - any thing to the right is less than 1 but still greater than zero - in other words - a fractional part of a whole unit. Don't confuse this with negative numbers.
