Seems like this event happens often in Toddlers. This article was pretty good on ways to try to help stop your son from pulling his hair.

If he was a transplant child, maybe he was used to getting a certain amount of attention around his pain and healing process after surgery that no longer exists. If he is getting a reaction out of you when he pulls his own hair it might be his way of ensuring he gets your attention.

Babies who have had transplants are not any more likely to pull their hair than babies who have not. Toddlers who pull hair often do this as a reaction to some type of stress in their life, such as potty training or moving. Believe it or not, pulling their hair is actually comfortable to them.
