What does it mean when I answer a question and it says you have 14 mins left ?

That's how long you have left to edit your answer, once that time is up, you can no longer change it.

After you post a question you have 15 minutes to edit it. After your 15 minutes have expired you can't make any further changes to it.

You have a total of 14 mins left to edit it...after the 14 mins, you can fix/change anything about your answer. It counts down from 15 to 0.
