I got a cat on a string using it as a leash. Is this okay.

Don't want cat to get ran over in this subdivision

Good luck with that. If your cat isn't used to walking, they will struggle and that string will break. You need an actual leash and a good harness (cats can slip out of collars really fast).

or scare it off so it stays inside

Between using a leash and getting ran over by a car, I'd choose using a leash.

That's not a good idea. If you want to keep your cat from getting run over, buy a harness and leash for it. It can hurt his neck and throat to have a leash attached to a collar, and many small dog or cat harnesses are available at pet stores.
