How do I quote in an essay in MLA format when a person is speaking?

Normally when quoting in MLA format you omit the quotation marks, but when it's a person speaking, would I put them in?

If you have to quote a person who is speaking in an essay in MLA format, use single quotation marks inside the double quotation marks in the statement that you make. Double quotation marks are used on the outside ends of the quotation if you have to show that you're quoting a portion of the text.
