You can but there is at least one consideration that you should make if you choose to do so. The iPhone 3G and 3GS design is particularly prone to damage near the charging port when used while the device is plugged in. When most people use their phone they don't consider the stress that is caused by the cord when moved around. This leads to a crack on the back of their iPhone near the bottom. This crack can allow moisture to get inside of the phone if you set it down on a wet counter or put it into the cup holder in your car. Not only that but it also looks bad. So if you want to use your phone while it's plugged in be careful not to put any stress on the cord. In other words keep it in a straight line with the phone. Sure, mine is on the charger now as I'm using it. I haven't noticed it taking longer to charge while using it but I haven't timed it either. Also you can leave it on the charger as long as you want; over night or whatever is fine.
