No, Shepherd's pie is Shepherd's pie because of the ingredients used.
Otherwise it something completely different

There is such a thing as vegetarian shepherd's Pie. You can substitute the meat products for tofu or soy. Typically tofu and soy take on the flavor of whatever it that you are cooking them in so it'll taste just the same. http://allrecipes.com//Recipe/vegetarian-shepherds-pie-ii/Detail.aspx

Yes there is,I am a vegan and I use mashed potatoes with unflavored soy milk added to them to smooth them out and any vegetable I desire.
