Giving a guy your # a second time?

So I gave this guy my # at the end of may on a business card, told him to text me when he was ready to help with this dog thing.... but now, and he has never called or texted since.... I was gonna leave a birthday note since i missed him when i dropped by today and was going to leave my # so he can call me if he would like to go out for his birthday but is it stupid to give him my # when he already has it? should i just assume he had no interest or can i assume maybe the card got misplaced etc and it was under weird context, like he didnt know he would use it for whenever

No give him the # again that was months ago. If he don't call or text then go on down the road.

Well he just spent quite a big amount of time with me yesterday and invited me over today on his birthday, if he was feeling ok after the dentist so I assume he at least sees me as a friend

See, just that little bit of information could have been included in the description. It would have influenced my opinion.
