Obviously tagging is illegal, but if a business pays someone to paint the side of their building, or gives them permission to paint it, it's no longer graffiti, it's art. Which is legal.

Art is a respected form of decoration and tagging is a disrespect form of mutilation of property.

The difference is tagging doesn't generally have the property owners permission while muralists do.
