Why does Kentucky have so many counties?

Kentucky has got many counties because of a regulation that was put in place in 1891 (The 1891 Kentucky Constitution). The regulation was put in place to ensure that Kentucky residents could be able to make a day trip from their house to the county seat office in a single day.
