93 Subaru Imprezza? it smells hot and smokes but does not over heat?

it just dose not seem to be getting enough power. Anybody have any ideas on what wrong?

It may be completely out of coolant. The gage will not show hot because there is no coolant for the Gage to measure. Stop driving it because the motor will seize up.
