Never. You might as well not wear anything. The skimpy way people dress nowadays is pathetic.
NOT before 10 years of age, if you ask me. My sister's only almost 8, and she wears them with t-shirts, but only if we are staying home for the day. Other than that she wears them over leotards for gymnastics.

no age if your butt is hanging out of them... once you've had kids though, I personally think they should get at least 2 inches longer....
