Does he like music? Would he like an acoustic guitar with some guitar lessons? They have a Bob Dylan songbook with all his songs with the music for order on Amazon.com.
Aside from the car, how about tickets to a concert?? Day at an amusement park? Good old fashioned CASH! 18 though is a big step, personally I'd still give him a party, you're only 18 once, when he looks back years later he should have a great memory.
If he likes 70's then get him some 70's music and candy for his birthday. the 70's was an awesome era. :)
