Question regarding All-Star Weekend DLC on NBA 2K13 (read description for question)!

DLC=Downloadable Content
2K has said that if you pre-order NBA 2K13 for the Xbox 360 or PS3, you will get the All-Star Weekend (Slam Dunk Contest, 3 Point Shootout, etc.) in My Player Mode and Association Mode, for free! Now, my question is: If you DON'T pre-order NBA 2K13, will you still be able to download the All-Star Weekend DLC, even if it costs Microsoft Points or something like that?

You can buy it But it's gonna be 15 dollars each so that's 45 dollars if I were you I'd preorder
