Is it legal to purchase and use programs for email password recovery?

For your email, you'd be better off going to your email provider. The price would be free. If you want to crack through somebody elses mailbox you need to visualize how you would look in an orange jumpsuit, and answer to the name girlfriend.

It is not illegal as long as you got it from a genuine website. Once you have this software that means that you have the proper right or the permission from the data owner to use it. However, it would be illegal if you would use it on another person's account without his or her knowledge.
