I'm assuming you are asking if she can become pregnant before she has ever had her first period, as opposed to can she get pregnant a week before her next period? The answer is yes it is possible if she is terrifically unlucky. There is a time (about 2 weeks) between release of an egg and the hormonal signal to start a period. For a few of those days (maybe 3 or 4) she will be fertile even if she never has had a period before. If she happened to have sex within that time period, she can get pregnant. It is really unlikely, but it can happen.
If you mean before you have started your period at all then no, unless your about to have your first period and your ovulating. If you mean before your next period then yes. You will always risk the chance of getting pregnant if you have your period regularly or irregularly. Either way you need protection, so you don't risk pregnancy or getting sexually transmitted diseases.
Yes she can, if she's sexually active before she's ever had a period. This is yet another reason not to be doing that sort of thing at so young of an age.
Years ago, I worked in a daycare where a pregnant girl came on a tour with her social worker. Technically, we could've had both her & her baby enrolled, because she was going to barely be 12 when her baby was born. Not sure, but she may never have had a period yet at that point in her life.
