I think with the way the world is nowadays, I say get it for her/him. You just gotta modify it every day and night. You add the numbers in you want her to have and be able to call.

i had one at six but only because my babysitter didnt have one. but otherwise no.
My daughter had one at four because of harassment from her father and the courts ordered her (me) to have her call her dad at 7pm every evening. Yes, she knew how to use it and still has it at six yrs. Old there are some situations when it is necessary. If it weren't for my situation she wouldn't have one.
