I agree with other answers: J C Penney or Walmart. If you have patience, Koh'ls clearance section isn't bad either. Sometimes KMart is OK too. However, if you are on a budget, do take the time to comparison shop at any of the stores listed. I go for comfort, style, fit, and price.
Believe it or not, a really great place to find nice clothing at SUPER reasonable prices is Goodwill! I. buy clothing for my granddaughters and daughters, and myself. I rarely walk out having made any more than a $20 expenditure. Goodwill only accepts donations which are in good condition, and are clean. And, you can feel good about the money you lay out, knowing that it helps to provide a living for people with handicaps and disabilities.
Have you considered online shopping at all. Amazon has an unbelievable selection at very reasonable prices and right now has some great discounts for back to school. They have very quick delivery, like 2 - 3 days most cases. There are many other benefits from internet shopping at Amazon. Try the local thrift shops. Salvation Army and local churches often have special sales. Prices are excellent and you don't want to spend too much if the kids are outgrowing clothes faster than you can shop!!!
Try your local thrift stores. You would not BELIEVE the designer clothing they have, many new with tags! Why pay retail when you can get new or gently used clothing? Save 75 percent on your school shopping! (and have fun with the "treasure hunt!"
Took my daughter back to school shopping last night, we hit two stores, H&M (rip off, a pair of pants and a top $50). We walked into Wet Seal ($300 for lots of stuff), needless to say, we're returning what was purchased @ H&M, the girl needs shoes and a backpack, so we need our $50 back.

Shop year around at thrift store...I find new stuff still in the factory wrapper occasionally. But one cannot only shop one day ...one needs to frequent the store to secure adequate bargains for ones' own personal satisfaction...I have found $100 Items like new for $10 . I enjoy silk clothing and so do others, one has to get there before others get there.
