If a person has died can someone else drive that person's vehicle with the dead person insurance name on the insurance card?

Not legally, no. The only person who can access the vehicle is the deceased's executor (administrator, personal representative - whatever you particular state calls it now). Insurance must be transferred before use to a "live" person, even if the temporary "owner" is the estate awaiting title transfer to whomever inherits the car.

If you got in an accident, the insurance company would not have to pay the claim. (from a random attorney on the internet)

That's kind of a messed up thing to do.

Does their insurance have your name included?

Call the insurance company. They'll know better than us random people on the Internet.
