Does anyone know "can I close my amazon seller account after I received an alert regarding providing my tax ID?"

You can close you account at any time. The tax ID is only used as part of your information when you are selling things. This is to make sure that you pay your tax on items sold. The site http://www.amazon.com/gp/help/customer/display.html?nodeId=565164 has all the information you need.
