Depending on your age if you ar in your teens to early 20s they are normal sebaceous pockets they are not harmful and are quite common in that age group otherwise if they appear on the head the could be pearly penile papules (ppp) there is no cure or treatment for either and both are normal and not a health issue. Most likely they are my first guess if they are white bums on the shaft or scrotum.
Sounds like genital warts. This is sad. If that's what you have you'll have them the rest of your life:(. This is why I preach condoms, condoms, condoms! All the time on here. I know kids who got GW from sharing soap and towels from their parents. Very sad. Go get checked and wear a condom if you have intercourse. You don't want to spread it.
I never had tiny bumps on mine. It could be an STD or just an STI or some kind of infection. I don't know but your doctor should know. Get it checked soon, thats a very important body part. Good Luck. :)
