The North Carolina (NC) State prisons released many prisoners from 1991-1995 due to the law which was projected to save some money. Yes- but why- I need a reliable source of information that not only proves that they were allowed to do this- but why they did it. Thank you so much for your help thus far. I have been researching this for months, and keep coming up empty handed. I know they did release inmates, but I can't find anything solid. If you know of any websites that would be really helpful- thank you
