Did Geddy Lee have a stroke?

the singer from rush, i saw him live on youtube, he sounds terrible. he literally sounds like hes mentally handicapped

I heard that his voice was going bad because of his songs. I saw him in concert a year or 2 ago and he wasn't bad but he didn't sound like the first albums.
