Can DHS tell anyone about a drug test that I took

Unless it was court ordered, or ordered by your employer - in which case they'd have access to your results, your personal medical information should be protected by HIPPA laws. Otherwise, unless you've signed a release, they shouldn't be able to discuss it with anyone (unless you are a minor, and then I think they can talk to your parents about it).
