If I microwave just flour and water together for an hour what do I get?

It's more flour than water.

You would get a firm pap because the water would cause the flour to mix and join together. The water would also evaporate leaving the pap at one position. You could try doing this to get a confirmation as the results may differ too depending on the ingredient amount.
