Why does Goofy talk, but Pluto doesn't

Pluto is a dog but goofy is a military experiment that didn't work. Scientist injected a human with dog DNA attempting to creat the perfect scout. But the experiment didn't work. The result had superior hearing and smelling but lost most of its intelligence. You can see the result.

look her up, Maximum Ride is a series by James Patterson about 6 children who are genetically engineered with 2% avian DNA, so they have wings and high intelligence and almost superhuman strength. its a great series.

Because Pluto has a lesser status ... not a real toon ... but kind of a 'dwarf' toon.

Sad isn't it ...
