If they like their lawn you could infest it with dandelions. Just go out there every night and blow dandelion seeds all over it.

Well then he is probably lazy. Lazy people hate picking up dog poop. Do you happen to have a dog? If you do then you could save all the dog poop in a garbage bag and dump it on his lawn late at night.
