The Cobalt or "Doomsday" bomb. No country claims to have one but the concept and theory has been verified. In other words, the technology exists but no one has seen one and it would be very expensive to build. It's basically a thermonuclear device that, when set off, would create a chain reaction that would produce self perpetuating gamma radiation (nuclear fallout) Some scientists have claimed only a handful of these bombs could destroy all life on earth, hence making it the most devastating weapon.

Thank you so much paul this helps alot. This sounds almost like the 5 megaton bomb set up but the chain reactions actually made it a 50 megaton bomb. The explosion was witnessed but no country would claim it.
