Despite passing laws, people still text and drive. Can we really stop this?

The only solution I can think of is to make all vehicles with manual shift?

There are already app's for that, the app can tell how fast a phone is travelling and disable the texting feature. The problem is the political will to pass laws requiring all phones to have them.

It can't be stopped.
How long has DUI been illegal ... yet people still do it. Repeatedly.

Put signal blockers inside the vehicle...but then you would have to give every car onstar or something just incase they got into a wreck.

Federal law prohibits signal jammers ... otherwise, I'd have one in my car to use on all those idiots who text/call while driving.

Manual shift wouldn't do any good. Once you get into a gear that you keep a constant speed, there's no need to shift. More education and more accidents is what it's going to take.

Remove laws blocking signal blockers in cars, and put signal blockers in cars (made sure I added that first part).
