How do neutron stars generate magnetic field ?.

So...Magnetic field needs either moving charges or dipoles . ..

I dont think neutron stars have either of them.
So , how do they do it ? ;)
How do the generate the greatest magnetic fields in the universe ? (magnetars)

Stars have magnetic fields, the Sun has a magnetic field. Even the Earth has a magnetic field. The reason they do is their spin, and the presence of charged particles. Neutron stars are compact and spin rapidly, consequently their magnetic field is usually very strong.
