Should everyone be able to work with tools?

I am terrible with tools. Is this normal for some people?

Of course its normal. Saying everyone should be able to use tools is the same as saying everyone should be able to play the piano or everyone should be able change a cars oil or everyone should be able to bake bread.
Different people have different skills. Learning to use basic items like a screw driver or hammer or a small drill like a Dremmel is a useful skill for everyone to have but that doesnt mean you have to be a skilled handiman or carpenter or mechanic.

Like what tools? I'm a mechanic and yes there can be some tools that require knowledge on how to use them for what screw/bolt/nut/part of a engine!
