That means "obtain a new IP address from a DHCP server." Each piece of equipment that is connected to a network must have an IP address. With a few exceptions, these are usually 'leased' to the device by either a DCHP enabled router or a DCHP server. If the lease has expired (maybe because the device has been disconnected for a pre-determined period of time) the address is recuperated for future requests.. The lease would then if not automatically renewed, would need to be manually renewed.
The iPad WiFi has the ability to renew lease and this means that it can improve its connectivity to the internet. Your can also reset the WiFi connection settings in your iPad and its performance in terms of internet connectivity.
