What is the biblical meaning of church

In the book of Acts 7:38 & Matthew 16:18 it is defined as "A congregation of religious worshipers." I am quoting from the KJV of the Holy Bible.

A church would be the building that a group of worshippers would gather, a Congregation would be the group of worshippers meeting in the church

A church would be the building where a group of worshippers would gather. Congregation would be the people, or the worshippers in the church.
