To chop finely, the same when you "mince "words, it means to cut them down to their smallest meanings, or to speak candidly.

To cut or chop into very small pieces, typically used to prepare foods with strong flavors, such as garlic and onion.

The post previous is correct unless your talking of beef with the term mince generally used overseas to describe ground beef
