I have money (American) and there is a little green like circle next to the head.

I have money (American) and there is a little green like circle next to the head. I have a 1$ bill and that circle that is supposed to be green is blue. Why is that

Idk maybe because the government that printed it is in the red.

The dollar makes no sense. The persom may have been smoking marijuana that created it.
