Will Obamacare go into effect in Puerto Rico USA

I don't think Obama care will go into effect in Puerto Rico. Puerto Rico is not part of USA territory, it is a free state on its own. However, the Obama administration can decide to the care to the territory as international aid.

it shouldnt because puerto rico is territory and not a state.
