Is there a way to send voice communication via RF or microwave to a person's inner ear or directly to brain?

Is there a device or computer that someone can use to send a voice communication directly to a person or persons? I have been having problem's with some neighbor's with harassing and now i believe (think) that they are using something like this for harassment? Is this possible? If yes what would this be?

No. The only frequencies that the inner ear is resonant to are the ones that the eardrum are also resonant to: audio frequencies only, and mechanically. RF is electromagnetic in nature and are beyond the detection range of the inner ear in frequency. The only response to microwave is to heat up rather than to detect any information. In order for either microwave or RF to work on the inner ear, two conversions have to happen: modulation detection and the conversion of what's detected into analogue mechanical format.

There is no need for computer devices to communicate with your inner ear...We all have that ability but for most of us it is just a subliminal message
