According to the Department of Transportation it is illegal to drive a vehicle without having proper foot support that will prevent the driver from applying and maintaining steady pressure on the brake pedal for an extended period of time. But this applies to those with CDLs. I think any law enforcement officer would be hard pressed to find a statute against barefoot driving for the average driver. That said, it's really safer to drive with shoes on. I know that on the occasions I have driven barefoot, I did not drive as well as I do when I am shod.

Safety. Why else?
Another law passed to control you. I am a professional driver and I believe all shoes get in the way. But our nanny govt says no :(
Yeah, the government is a pain. Especially to Big Ag, Big Mining, Big Oil, etc. and to the freedom-lovin' Koch Brothers' Industries who are spending a spare loose billion or two to buy the 2012 elections. How inconvenient for them - they'd love to have free rein to dump their crap in our waters, pollute our air, and treat the people who work for them like dirt or worse.
"representatives" spend their "paid" time deciding wheather or not we can drive without shoes shows us just how limited they are in addressing real issues.

It's not illegal to drive barefoot. No law is passed in any of the 50 states. And if anyone is willing to contest this claim, I'll gladly do my misgivings with my statement when you show me the code for it.
Legal or not, if a pebble was on the brake pedal, you might not be able to press hard on the brake. Also, the power assist can fail, requiring much higher braking effort.
Better question: If traction and force are key factors in determining footwear safety, why is there no law against driving while sporting FLIP-FLOPS? or SODDEN surf shoes? My place of employment requires all individuals to wear shoes with a heel-support strap. Since both adults and children frequent the building, an additional provision cautions, in the event of an emergency wherein haste is necessary, it is better to carry one's shoes, than to exit wearing flip-flops, trailing laces, or wet soggy shoes. The Fire Marshal seems to have recognized the danger of poorly fitting shoes and/or loss of control of one's footing, so why is the federal government so lagging?
Bare feet may be unhygienic in certain circumstances, but if the feet are clean, and the surface they touch is clean, how are they any less sanitary than the soles of the shoes we wear, the surfaces the treads touch, or the hands that put them on? A "Barefoot Contessa" friend is also a diabetic whose mother lost a toe, so constricting material around her extremities is really not an option:(

Driving with no shoes is just simply too dangerous. Bare feet slip off the brake pedal, whereas shoes have padding which prevent slipping.

Thats a simple question. Its becuase your feet do not support the pedals and it might feel weird when you touch it with your feet and it wont work becuase your foots not comfertable on the pedal.

It is not against the law. Think about it: they also cannot regulate what style, if any, of your underwear, whether you are driving, walking, or sitting quietly at home. Or better: don't think about it, and try not to think of what the driver of the car that just passed you was wearing, underwear or not; and whether the driver even had pants or a skirt or a dress or a burqa, for that matter, over the underwear/no underwear. Just drive. Faster.

in the state of California, a person can drive nude and can't get arrested. only if the officer asks you to step out and you do not put on a set of clothes before you exit the car.(That excludes motorcyclists)
I don't have an answer but a comment. I drive a manual and its a lot easier to control and balance the clutch and gas without shoes on. Especially on days when I'm wearing heels! :)

There is no law in the 50 states that says it is illegal to drive barefoot. There are laws that say you must wear shoes while operating a motorcycle, for obvious reasons, but not for a car or truck. This urban legend came about as a result of trucker lingo in the 1970's: truckers would talk about getting caught driving barefoot, which means they got pulled over and didn't have their license and manifest with them. People picked up on the words, but not the meaning and the rumor spread until even officers believe it to be true, but when they go to try and find the law or code, it isn't there.
