It is a distraction. Students' focus should be what is going on inside the classroom. It also makes it easy to cheat. I can understand parents wanting their children to have a phone in case they have an emergency, but it should be turned off during school hours. If your parents need to get a hold of you they can contact the school.
Why do you need to be on the phone? Calling your broker, making sure that the shipment you ordered has arrived & you need to know if it's intact. Keep it in your bag on vibrate for emergency use only. There's nothing so important that you need to be on the phone. You're at school to learn, I realize that our educational system stinks but you're making it worse. Pretend to care, like the teachers

It is a BS rule that schools use for control. They make you buy their $12.00 planner, when your device can do so much more... But rules concerning use should be followed. Schools need to get with the times.
When you grow up you'll fully understand why this rule is in place. Trust me, when you have kids, you will want them to pay attention in class and LEARN, not chit chat with their friends. It's for your own good, not some silly rule that allows adults to "repress" the younger generation.
I don't really think phones are a bad thing in school, but they can be quite distracting to others as well as used to cheat in classes. If kids were responsible enough to understand that there is a time and place to use the phone, it probably would not be an issue. For example, lunch is a "class" that would be okay for a phone.

Cellphones and school are not to be put together. Bringing valuables in school is dangerous for obvious reasons. Students are not so responsible as to handle them at an early age. Bullies might steal them and do pranks. They can get lost in your school. Teachers will keep a closer watch on you to see you guys are paying attention. Fellow people might do prank calls and disturb. Instead, school must provide one land line telephone for emergencies.
