Aside from scanning my pc regularly, updating Windows and IE, defragging, C-Cleaner... how can I speed up my browsing?

depends on how much RAM and your processor speed really.
if it's your browser remove all add-ons such as tool bars etc.
if it just takes for ever to get to a page could be your connection
not really sure what you ment by browsing but hope i helped!

If you purchase ADSL2+ line speed, you'll have fast browsing no matter how clogged and poorly serviced your PC is.

It depends what is slow. Could be anything, from RAM to video card, to internet speed, to poor DNS service.

Sorry I don't have a better answer, there must be some testing service out there somewhere.
