If I was to adopt a baby from here or another country, do they already have a name or is it up to me to give them a name?

Under 1yrs of age.

I've met some adopted children. Most have a new name and remember the old one (one had a tattoo of their birth name). Babies usually get new names. Older children keep theirs or are asked if they want a new one.

It depends on the age of the child one is adopting- For example if the child is 3 years old of course they will have a name. Good luck!!

You would get to name the child.

It matters if it has already been named yet.

I'm sure it has it's own most do at birth dosen't always mean you have to keep it unless specified or better for the child

I know two girls that were adopted from China as infants. Their names are Amanda and Sarah. I highly doubt those are their birth names.
