The lights in my Apt. Have been going dim to bright for weeks now. Is this dangerous?

Yes it is a very dangerous condition , Obviously , There is a bad connection somewhere in the circuit , You need to contact the landlord immediately and have him call an electrician to investigate , This situation is a fire hazard , Virtually all electrical related fires are caused by bad connections , Even if the circuit is not overloaded , Bad connections heat the wiring so hot that the insulation starts burning off and ends up starting a fire , DO NOT DELAY , Call your landlord immediately and get an electrician out there! ...Avoid using that circuit until the electrician gets there and fixes the problem , Once the problem is corrected . Be sure the electrician installs arc fault interrupting breakers on the circuit . Arc fault interrupting breakers cut off the power if a connection becomes loose and are required by the National Electrical Code in ALL living spaces of the house

your power could be connected to someone else and when they use the same power your lights dim. that is one possible reason

Does it happen when something else comes in, like the refrigerator is running, you are also doing a load of wash, you plug in a kitchen appliance? I think too many things in one circuit.
