How do you find out what crime someone committed and when they committed it?

I think in order to find out what crime someone committed and what time they did it, you can either be a witness to the crime being done or someone confesses to witnessing the crime being committed. You can also get suspects to testify and agree to committing the crime or conduct DNA test on suspects.
